Are the runners, or Salsa, or the GitLab(software) itself not scaled
to handle such cases?

I have the impression that Google Cloud has funded the shared runners,
and the budget is not the problem.

I asked, and got that answer:
"The shared runners are definitely not for such kind of rebuilds."
