 - This package is relevant because it is required as a build dependency
   for updating ruby-oauth2 which is also required for gitlab 15.3.0
 - The package will be uploaded as a team upload for the Ruby team, so that
   anytime gitlab is to be updated it would also be uploaded with the suite
   of other dependencies, the package would be sponsors by any member of the
   Ruby team.
