It's WebKit that does. The web content is handled by a process
(separate from the UI process) that runs inside a bubblewrap sandbox.

In this case you need the portal in order to have access to the font
settings:

It won't fail horribly if you don't have the portal installed, if
you're using X11 in principle it should work fine, but under Wayland
you won't get antialiased fonts.
