Your debian/rules file looks incorrect to me, the
override_dh_install-arch target requires to generate the manpages with
help2man _before_ installing the libraries into
/debian/tmp/usr/lib/$(DEB_HOST_MULTIARCH), so setting LD_LIBRARY_PATH is
rather useless.
