Yes, the package name must be changed with any soname change, there is no
maybe (Policy 8.1). There should also be a proper transition on each such
change.
Note that the problem exists since bullseye, #957088 was filed for ledmon
for the 1.45-1 upload and this bug report for libsgutils2-2 should have
been filed then.
