A Python package that wraps some of ECMWF libraries to be used by Python interfaces to ECMWF software.
This is now a dependency of other ECMWF libraries (python3-eccodes, cfgrib) and hence xarray and
other python code.
I intend to manage this within the Science Team and it is on Salsa already.
