& thanks for the clarification. what confused me was the table on the top of
https://release.debian.org/bullseye/freeze_policy.html which has a row 
saying "Adding/removing binary packages || Standard automatic migration || No"
which I now understand to be refering to packaging changes of a given
source package and not source packages themselves.

Sadly I have no idea how to improve that table now, maybe just explicitly
state somewhere "autoremovals are enabled until we release"?
