In the Debian mentors forum (that is, the chat channel, the mailing
list, etc.) we make a point of saying: that's fine!
Not every package needs to be in Debian, for its users to install that
package. Someone who wants what you describe above can learn how to make
a Debian package that will only be side-loaded from that community's own
repository, or whatever.
Perhaps that needs to be stated louder or more consistently?
