I personnaly use:
ifeq (,$(filter nocheck,$(DEB_BUILD_OPTIONS) $(DEB_BUILD_PROFILES))
             ./run-upstream-testsuite
endif

I believe it is policy compliant and burn proof...

Maybe a footnote on policy or debref ?
