LAPACK implementation. Faster than existing ones (free) in our archive.

{BLAS=openblas/blis LAPACK=libflame} shows a significant
speed gain in sgesvd (single-precision SVD) compared to
{BLAS=openblas/blis LAPACK=netlib/openblas}

I didn't compare it with MKL. It's unnecessary.
