I don't think I can promise to respond to every merge request on my
packages any more than I can promise to respond to every bug report.
It's fine for us to say that this sort of thing should actually result
in somebody getting some kind of notification rather than going into an
effective black hole where nobody sees it except by chance; but
requiring a response in all cases is effectively an SLA ("service level
agreement"), and I can't realistically give SLAs unless I'm being paid
for it.
