  Description     : Fixture to bring up temporary pgbouncer instances

A fixture (https://launchpad.net/python-fixtures) for creating a
temporary instance of pgbouncer, a lightweight connection pooler for
PostgreSQL.  It is intended for use during development and testing.

I'm packaging this because it's a build-dependency of newer versions of
storm; that package was recently removed, but I plan to reintroduce it
once I finish getting Python 3 support landed upstream.

I plan to maintain this within the Debian Python Modules Team.
