Do you mean to create an OS based on Debian for your specific IoT use
case? Or do you mean having some customized Debian Packages for your use
case. If your need is having a some custom packages, you dont need to
build an OS based on Debian.
If you still intend to build an OS with your specific use case, you can
go through the live-build project.
