It certainly did, and the scheme is currently in use (even though not
as widely as I would have hoped). The outage of the website, I
believe, is temporary; meanwhile, it is available at
https://dep-team.pages.debian.net, and the Git repositories can be
found here: https://salsa.debian.org/dep-team
