What about creating a linux-nosystemd architecture, e.g.
dbus-1.12.2/debian/control
Build-Depends:
libsystemd-dev [linux-any !linux-nosystemd]
etc.
There are plenty of packages being built for GNU/Hurd and GNU/kFreeBSD not
depending on *systemd* since it is not available for !linux architectures.
