Indeed, this is amusingly similar to the recent Ian's proposal.

There are two kinds of reasons why we do the separation. One is not
relevant to "cannot accept even that [any non-free software] is installed"
and another is, indeed, wrong.

You are confusing libsystemd with systemd (and installed with enabled).
