I can see why this is frustrating.  I posted because I didn't feel
that the previous discussions had produced what I considered a
sensible answer.

I'm sorry to have added to your (and, no doubt, others') feelings of
negativity, tiredness etc.

This kind of thing is one of the consequences of the project's
dysfunctional decisionmaking processes.
