I am packaging this as a dependency of keysafe, another ITP of mine.

Upstream says:

    "The code is intended to be included as part of the source of a
    C/C++ program."

but I intend to convert it to a shared library (binary packages
libzxcvbn-dev, libzxcvbn0) for Debian.
