You may be interested to look at the Ubuntu bug here, where CUPS caused to packages to hang during building (which is worked around): https://bugs.launchpad.net/ubuntu/+source/cups/+bug/1616548 Apparently the cups maintainer (at least in Ubuntu) requires some help.
