Definitely. Canonical's insistence on arrogating to themselves the power
to alter the license on any contribution – a power they refuse to grant
to anyone else in the code base – is exactly the behaviour that kept
numerous people from contributing at all under those terms.

However, those who arrogate that power simply deny that could happen
