I've read the whole thread, and have not seen anything approaching consensus on moving the service. In terms of timing, migrating to gitolite was certainly discussed some time ago, at least in the corridor track around https://summit.debconf.org/debconf15/meeting/390/alioth-git-replacement-bof/
