Yes, this is expected, as the queued instance running on coccia.d.o
doesn't support the DELEYED queue, so after the last time somebody
uploaded something there and stayed there for months that directory was
created to avoid people who don't read docs¹ to commit mistakes-

A pseudo-package that doesn't exit.  You would have been probably better
with ftp.debian.org in this case (as that thing is managed by the ftp
team).
