It all depends on what you call "specialized requirements".
Unless we rely on popcon to decide what's special and what's not,
this will remain very subjective.
IMHO, we could well get rid of the "special requirements" thing and
make "optional" maximally useful by raising as many packages as we can
from extra to optional.
The only rule which is currently useful is the "no conflicts between
optional packages". This has also the good property of being objective.
