dh_sphinxdoc doesn't compile anything. It just put symlinks to known JS
files, add appropriate dependencies and do some cleanups. Usually,
something like that is used during build or docs hook:
PYTHONPATH=. sphinx-build -N -q -E -b html docs/ debian/yourpackage/usr/share/doc/yourpackage/html/
