gnome-shell also has this issue :(
I had another thought: it might be interesting to have the window
managers append "(needs restart)" to X11/Wayland window titles, or
otherwise decorate X11/Wayland windows corresponding to processes that
need restarting.
Hopefully during the stretch release cycle, gnome-session-like things
will switch to systemd process management and then the per-user
daemons that they run can be auto-restarted too.
