The PTS doesn't do that, it just downloads the data from the QA service:

https://anonscm.debian.org/viewvc/qa/trunk/pts/www/bin/update_incoming.sh?view=markup#l198
https://qa.debian.org/cgi-bin/udd-dehs
https://anonscm.debian.org/viewvc/qa/trunk/cgi-bin/udd-dehs?view=markup

The QA service pulls data from the watch table of the mole database.

https://qa.debian.org/cgi-bin/mole/watch/
https://qa.debian.org/cgi-bin/mole/watch/.dump/watch

After that I'm not sure how it works, please contact Bart Martens for
more details, including the questions you asked.

In addition the UDD service runs uscan too, more details about that
are in bug #782677.
