Bug#782003: general: "choose password at first login" leads to no access

Same problem for me.

* What led up to the situation?
Create new user with gnome settings. Select the option "choose password
at first login"
* What exactly did you do (or not do) that was effective (or
ineffective)?
Go back to the login screen and try to login with the new user account.
* What was the outcome of this action?
No new password is asked and it is impossible to login.
* What outcome did you expect instead?
The system should ask for a new password.
