Thank you for your advice, I have found the way:
Comment out file 
/etc/polkit-1/localauthority.conf.d/51-debian-sudo.conf, which overrides 
/etc/polkit-1/localauthority.conf.d/50-localauthority.conf and makes 
polkit consider members of "sudo" groups as administrators.
