How does this make packages better?
By avoiding bugs like <https://bugs.debian.org/789046>. Most packagers meant to package something (and it's non-fatal so that metapackages that have no documentation beyond the standard changelog, copyright etc. can override it).

To clarify, majority of metapackages don't even need overrides for this, because Lintian is smart enough to guess from the package description or section that it's okay that this package is empty.
