This one is wrong in two ways, it's missing the exact version, and the
field does not belong in the source stanza.

Another slightly more involved option would be:

  <http://sources.debian.net/src/debsig-verify/0.13/debian/rules/#L3>

  <http://sources.debian.net/src/debsig-verify/0.13/debian/control/#L17>

which is what I'm pondering supporting natively in dpkg, and would end
up requiring only the change in the control file.
