This meant to say: we don't have that with read-only or stateless root file systems, which become increasingly more popular. We do get bug reports in Debian as well about stuff that breaks r/o root; it's not much of an issue yet, so if you don't consider this a valid/sane use case just ignore this bit of the argument (the other reasons are still strong enough to change this anyway).
