That proposal is an incompatible change to the existing DEP-8
specification, which does not require a DEP-8 test runner to check the
Testsuite field.

Having said that, I think the new field is a good idea to make it
easier for software to find packages with tests.

Also, a package might have two test suites, which would have to have
different filenames.
