Bug#772650: general: Debian could not use gateway in 169.254.0.0 ip range

This is a link-local address. It MUST NOT be used beyond the local network.
The presence (or not) of a router on that network does not matter.

If Windows really does work with these addresses, that is a Windows bug.
Also, a router which does this is misconfigured.

Set up your router correctly, e.g. with a 192.168.x.1 address,
and turn on DHCP.
