Yes, that matches my recollection. (Our notes on this are pretty rough, and what's in that mail is nearly verbatim from the notes, so...)

Ok, well, given that Debian didn't work on 486 for years before that, I
think this is a non-event that doesn't need to be release-noted.

That sounds reasonable.
