For what it's worth, lcdproc package [1] uses cme (aka Config::Model) to merge 
configuration file and upstream changes. On the other hand, debconf is not 
involved because lcdproc does not need to store a debconf value. 

cme can be adapted to use a debconf value as some kind of default values 
(probably a "preset" value in Config::Model terminology)

This may provide a way to solve your problem while minimizing the amount of 
duplicated code between packages.
