Whoever is the person who decided that this exact state of the package was
ready for upload should appear as the signature.

It's not a big deal if you don't follow this rule exactly, so don't worry
about it too much, but the point is to clarify that the changelog
signature is meant to represent the person who decided to upload this
package to Debian.  Not the general contact address for the maintenance
team, and generally not the sponsor if the upload was sponsored (although
if sponsors really want to do it that way, nothing will stop them), but
the individual who declared that package ready.
