The package was in Debian from 2004 until ~ 2012 when we withdrew it as it
had been orphaned upstream, and hence been removed from the CRAN network.  

It is back on CRAN now, with a new [upstream] maintainer. I refreshed
debian/copyright, the rest is unchanged.

The package is again a Build-Depends on package r-cran-hmisc which has also
been in Debian since 2004.
