Just one of common annoyances that causes FTBFS and slows down things:

In my ongoing armhf archive rebuild (88% complete) it happened 31 times so
far.  For some reason, on the very same machine with the same configuration,
it sometimes hangs until sbuild timeouts, yet it's stable for repeats of
the same package:

So, what's the policy here?  Should I file bugs just for packages where
there's a FTBFS (without regard that for _some_ configuration elsewhere
it might build), or for all packages whose logs include this string?

Also, should we detect all other attempts to contact the outside network,
and swat such builds with extreme prejudice?
