Yes, I'm sure some of them could; but whenever the infrastructure to do
this goes slightly wrong, it ends up as failure to install (or a missing
file that is required by Policy) and a release-critical bug. So it is
entirely reasonable for a package maintainer to consider this to not be
worthwhile.

If you want to save the space used by identical files, an offline
deduplication process using hardlinks or btrfs reflinks is likely to
work better for you - that doesn't have to respect dependencies, either.
