This can actually lead to a weird behavior for users. In a system having something under people.debian.org in apt sources.list and apt-transport-https not installed, in today's testing upgrade,

$ sudo apt-get install apt-transport-https

I can't reproduce it here.

I do get the “method driver /usr/lib/apt/methods/https could not be found” error message. But, as one would expect, it doesn't have any effect on authentication of the packages from the main archive.

But if the authentication troubles are really related to the HTTP->HTTPS switch, then it's a bug in apt that should be fixed.
