As Russ pointed out, it's one line.  My suggestion was to avoid people
wasting time troubleshooting when a small bit of information might help.
I know that I prefer having a little extra information than not enough
when trying to fix a bug.

I don't think the maintainers even considered whether debconf would be
broken under zsh.  I certainly didn't think it would be, or I wouldn't
have set zsh as /bin/sh.

Also, it doesn't make sense to make hundreds of packages duplicate the
same (or worse, slightly different and potentially subtly broken) code,
when it could be in one single place.
