No, absolutely not. In fact, buildds are often outdated, leading to
lots of problems with uploads of packages using Built-Using because
the versions they were built using are already no longer in the
archive (e.g. superseded in sid and never made it to testing).

To add insult to injury, buildd/sbuild currently hardcode both
--apt-update --no-apt-dist-upgrade (IIRC, actual naming of the
flags may differ) in the program executable (Perl), making it
impossible for your casual buildd admin to force running a
dist-upgrade before every package build. (Admittedly, this might
make building m68k packages even slower, but the apt-get update
is usually the slow part, since buildd chroots are debootstrapped
with --variant=buildd (or aren’t clean/minimal either), so…)
