Policy definitely supports this restriction, as Guillem pointed out.  I
want to echo that analysis as one of the people to have touched that
portion of the Policy document.

I have always considered native packages with non-native versioning to be
a bug, and Lintian has treated them accordingly for quite some time.

This thread has surfaced a few interesting use cases that it would be nice
to handle, and I'm agnostic about the specific change to dpkg, but I
concur with Guillem's analysis of what Policy says.  Policy says such
packages are not correct.  (Note that is not definitive for what dpkg
should accept or not accept, as dpkg is intentionally a broader tool than
Debian Policy and is used in some situations for which Debian Policy is
not applicable.)
