Not sure that would be needed.
What I am thinking is of a Pre-init language, that is expandable to 
accommodate sub-sections that may or maynot be used by 
other init systems. Making it free from how it is implemented 
by the calling init-managers. 
Having such consistent method to put in what is needed to prep before a 
service is started as or in certain fashion has some usefulness.
1. Keeps the scripts limiting to one service simple and consistent
(possibility for one time write).
2. Allows the pre-init script to be portable / re-usable by other 
system/services managers or puppeteers. This would make things 
easier to deploy and maintain systems over a period of time.

But then it may be more complex to implement that it seems.
