Because when the FFmpeg/libav split occurred, the people who had been
packaging FFmpeg for Debian (most prominently Reinhard) went with the
libav side, and no one stepped up to package FFmpeg in their place.

At the time, I remember someone saying that there should be no reason
both could not be available (possibly with Conflicts or similar) if
someone did want to do the packaging work for FFmpeg. However, I'm not
sure that statement didn't come from the Ubuntu side of things, so it
may not have ever applied to Debian per se.
