Do you have a reference to the conversation you had with the grub(1,2)
maintainers? I don't see it in the pkg-grub-devel archives.

Do you have a reference to that conversation with the ftp team? I don't
see it on the ITP for example.

Have you explained to them that neither of the two obvious places where
this could live are willing to accept it (assuming this is the case)? In
the past when they have made this kind of requests it has been more to
check that it has been considered than because it is a hard and fast
rule which they are unwilling to move on.
