piuparts does only apt-get dist-upgrade. To insert apt-get upgrade
beforehand I'd have to patch it first.

PS: I started running piuparts squeeze2wheezy tests with
--install-recommends, too, (piuparts until now only tested with
recommends disabled) since this is a problem class that really needs
recommends to show up ... let's see if we find more bad cases (and more
immediate-configure problems)
