Uhm why?

Each package depends on exactly what it needs to work and recommends
anything which adds e.g. additional features but doesn't cause
non-graceful breakage if missing.

Now if compilation packages like nagios-plugins-contrib are split up
into smaller packages, one would still have a nagios-plugins-contrib
meta package that recommeds all the split packages, where each one
contains exactly one plugin and depends on exactly what's needed.

Works perfectly for both, expert users and beginners, one never comes
into a situation where an actual dependency is missing, because it was
declared as recommends only, while one has still full control / choice
on what gets installed or not.
