I think I'll agree with you here. The current state seems to be broken.
Having tmpfs on /tmp is fine but then we need to fix the values for
os.tmpfile(), TMPDIR et cetera. Hopefully targeting it for Wheezy.
Regarding the big file for /var/tmp and small file for /tmp, I think
that does not make much sense, unless you have os.bigtmpfile() and
os.smltmpfile(). If I (human) know it is "tmp", I would rather throw
it in Trash.
