Unless something's changed recently, Ubuntu doesn't have binNMUs in the
same way Debian does.  Instead, they have "no change" source uploads
with rebuilds on all architectures.  There have been discussions of
introducing binNMUs - see
https://bugs.launchpad.net/launchpad/+bug/245594 for example.  It wasn't
entirely clear to me from the surrounding discussions I found whether
the remaining reasons that it hasn't been implemented are technical or
simply because no-one's done the work.
